1. General Assembly :

2. Executive board:

- Consideration and approval of the budget and the final account of the Union, determining the subscriptions of members, and accepting donations, gifts and grants in a manner that does not contradict the goals, regulations, goals and mission of the Union.
- Approving the Union’s programs and activities, examining the topics and projects offered by the General Secretariat or one of the member universities, and taking the appropriate decision thereon and adopting them from the executive authority.
- Consider everything related to coordination of work, cooperation and exchange of experience between member universities and others in terms of university organization, study programs, equivalence of degrees and research, exchange of faculty and students, sports, social, cultural, artistic activity, etc., as well as organizing the relationship of the Union with regional and international bodies, organizations and Unions, including Achieves union goals.

Second: The President of the Union:

- The Secretary-General and his assistants participate in all the work of the General Conference and its committees, and to provide information, reports, projects, studies and clarifications related to issues registered in the agenda without the right to vote for his assistants.
- The Secretary-General sends two months before the General Conference meeting the draft budget after studying it from the Executive Council, and it is accompanied by supporting documents and the necessary analytical studies.
- In the absence of the Secretary General or the vacancy of the position for any reason – resignation, dismissal or death – one of his deputies (the oldest of them older) or the Executive Director shall assume his responsibilities until the Executive Council is convened, selecting a new Secretary General and approving his choice from the General Conference.
Fourth: The Executive Director:
- The CEO shall be chosen from among the members of the Executive Council, with the approval of two thirds of the members of the Council, by free direct vote.
